Introducing `t', a simple ticket management system.

The attached command line utility `t.pl` is being posted to the Mailing List
for posterity.  In general, it is not intended for use by The Bitcoin
Foundation or TMSR~ directly.

Instead, a bot [tbot] is currently being implemented to make use of the
underlying procedures and core functions of `t.pl`; which will be the main
interface.

`t.pl` operates on a pipe delimited text file which contains project and
ticket information.  It may be formatted as such:

project|ticket_id|type_code|subject|antecedents|notes

To start your own project(s), simply `touch` a named file such as `tickets.txt'
(in the same directory as `t.pl`), and start adding tickets.  You can further
manipulate them as required.
